The collection consists of an original drawing for a political cartoon by an unidentified artist which was published in the Sacramento Union on March 16, 1965. The political cartoon accompanied an editorial entitled, "Too Long Neglected: Ocean Research Plan Merits Full Support." The cartoon, which was published under the heading, "Sail On! Sail On!" depicts California Governor Ronald Reagan in a plumed hat standing on a galleon pointing to a sunrise labelled "California's Ocean Future." The stern of the galleon bears a sign, "Reagan's New Dept. of Navigation and Ocean Development." The original drawing has been inscribed and signed, "All the Best, Ronald Reagan." The original drawing is labelled "Copley Newspapers" and marked in blue pencil "Calif. Only." It is identified further as "Sun. Mar. 16, '69."

Ronald Wilson Reagan (1911-2004) was the 40th President of the United States and served two terms in office from 1981 to 1989. He was born on February 6, 1911, in Tampico, Illinois, the second son of Nelle Wilson and John Edward ("Jack") Reagan. His father nicknamed him "Dutch" as a baby.
